FROZEN FLASHING/BLINKING SMILEY FACE?!?

Question

I have received a flashing/blinking smiley face for 4 day, but this morning's result of a flashing smiley face is frozen on the screen. It just keeps blinking, and I assume it has been blinking all day. It is my understanding that when the smiley face 'freezes' for 2 day, the smiley face should not be flashing. Is this an error? Please help, I am so confused?!?
